Why do my reading lamps flash on and off during driving?

I own a 2002 chrysler concorde. Recently the reading lamps started flashing on and off with no apparent pattern at various points while driving. I suspect that there is some sort of short in the wiring. Does anyone know if this is the probable cause and how much should this cost to repair?
It does not have anything to do with bumpy roads….

      Lamps to turn on and off.
      The rode is to turn on and off.
      The lamps to bumpy that it makes the rode is.
