Why are some street lamps so uncared in Montreal?

All the street lamps on Saint Catherine street are dirty. I’m talking about the glass bulb. The glass doesn’t look transparent anymore, it looks brown. Don’t they clean them once in a while? Compare them to the new ones on Saint Laurent Boulevard. There is a huge difference. Is this supposed to be normal. Why don’t they clean them?
