What is the best yet affordable lighting set up for a saltwater tank?

lightings not really the issue as far as spreading. shrooms and zoos dont need great lights ii would start testing water and elemental levels, trying to get them into peak range.
get a reef test kit and start adding elements and calcium to the tank.

mushrooms and zoos are low light but will do better with somethign brighter than standard florecents. I would recommed upgrading to compact florecents. They put out more useful light per gallon that standard florecents so you will save both on bulbs and electricity over adding more florecents or swithching to T5

For that tank and 1x 65w actinic 130w zoos and 1x 65w white and 1x 65w actinic 130w zoos and shrooms dont need lot.
