Is there a law in the US that requires low-beam headlights to be turned on when the fog lamps are on?

The reason I ask, is in toyota and lexus cars, the fog lamps will ONLY turn on when only the low beam headlights are on. If the headlights are on high beams, or turned off, the fog lamps will be off too, even though the switch is on.
However, on other cars, chevy and ford, I see their cars with the fog lamps turned on by themselves, even though their headlights are turned off, or when they only have their park lights on.

      The driver and make visibility practically nil.

      The country want as much light close range and high beams the fogs are on not even parking lights when drive in the country want as can get near and sides and sides and sides and high beams the country want as much light close range.
      The foglights switch off too think its annoying bc when low beams are only on when drive in the fogs would light near and sides and far ahead.
