How to remove bulbs from fog lamps on 99 Galant LS?

How do you get to the bulbs for the fog lamps on this car?
Do I remove the fog lamp cover? If so, how?
Do I have to get under the car?
I would’ve checked to see if I need to get under the car, but there is two inches of snow and I have no garage!
