Does using desktop lamps instead of the CFL lamp in the room damages the eyes during desk work?

When I am working on the desk everybody says that don’t just open the lamp of the desk that damages your eyes. Which is true? Using the desk lamp only, or using the general room lamp? Of course answer it by means of eyes health.
