Is there any plan of Japan changing over to compact fluorescent lamps?

If so, don’t you think it would be dangerous considering all the earthquakes we have?
Each one of these new light bulbs contain up to 5 mg of mercury. The average person throws these in the kitchen trash. Mercury in our landfills enters the water table and further dumbs us down and makes us sick.
What happens if you or your child would break one at home? Or during an earthquake when your lamps would fall down and the mercury would be spilled?

BTW I am not a political activist, I only believe in true revolution (lol) but I want to have choices in my life and I am getting tired with all these things that recently got imposed on us.
