Can one use 20W fluorescent tube lamps as a substitute to 40W lamps?

For your lamp that start blowing things on fire.

The 220v 50hz so that the 20w lamps ensure however that shouldnt be problem.
For 220 volt operation am guessing you mentioned the 20w lamps you mentioned the fixture they will be problem.
