Are UVB UVA lamps for tanks and turtles dangerous?

I have noticed that many lamps for aquariums have a very big screen, like some sort of metalic bell. Is that necessary? Can’t I just put the bulbs in a regular lamp? Can I be next to the tank when those lights are on?
