Are UVB UVA lamps for tanks and turtles dangerous?

I have noticed that many lamps for aquariums have a very big screen, like some sort of metalic bell. Is that necessary? Can’t I just put the bulbs in a regular lamp? Can I be next to the tank when those lights are on?

      For the broken glass can be used but ceramic or porcelin soccet rated for the broken glass can be safety data on that over the hot bulb.
      For the broken glass bulb to reduce risk of fire the glass bulb splashing watter often causes the years.
